About Us
Our woman-owned company emerged from our mutual passion for training and commitment to professional development, principally in law enforcement for foreign police. As a result of our years of experience in training, we have identified areas of opportunity that are not currently being addressed.
Anne Pickett and Alba Mejia have worked extensively for other companies as program managers and instructors. They have traveled to numerous countries, and have experience developing and maintaining liaisons with foreign police agencies, U.S. government agencies, and third-party support contractors. They are well-versed in the dynamics necessary to provide the best training product to diverse countries and cultures.
We want to ensure that instructor performance and curriculum development exceed established standards, which is essential to the measurable improvement or change in participant performance and subsequent professional development in the workplace.
Our Mission
The mission of MPA Solutions is to train and educate law enforcement entities, including foreign police agencies by:
Developing and delivering specialized training to facilitate effective participant learning; knowledge, skills, and values to promote the transfer of the same to the workplace.
Providing training program management from the identification of training needs to the development of curriculum to the delivery of courses and the evaluation of the effectiveness of said training.
Guiding training entities on establishing targeted training courses, building capacity, and measuring sustainability.

Alba Mejia
Anne Pickett, the co-founder, is determined to provide the most effective and engaging learning environment for law enforcement officers all over the world and to leverage the training into the establishment of structured programs. Her over 29 years of experience in federal law enforcement as an officer and senior executive makes her an asset in designing and developing training specifically suited to law enforcement.
With over 20 years in training and curriculum development in diverse environments and with diverse cultures, she is sensitive to the need for good communication skills, clearly established expectations, and effective evaluation strategies. She has worked with the U.S. State Department, the International Narcotics and Law Enforcement Bureau of the State Department (INL), the Anti-Terrorism Program under the State Department, the U.S. Department of Justice, and the U.S. Department of Homeland Security (DHS). Anne believes continuing professional development is critical for all law enforcement officers to enhance and improve performance in the current global environment.
As an expert in program management, she has led successful global training programs for the Department of Homeland Security (DHS) and the U.S. State Department in the anti-terrorism and trafficking/smuggling of persons in Mexico, collaborating with the government, the private sector, and internal stakeholders. She understands the importance of planning for all potential outcomes and coordinating logistical and administrative processes to successfully deliver training events and mentorship
Co-founder Alba Mejia has over 20 years of facilitating various specialized courses for law enforcement and civilians worldwide. Over 25 years of work experience with the federal government. Her passion for curriculum design, course facilitation, and training management originated while serving as a Senior Investigator with the Department of Justice and the Department of Homeland Security, where she noticed the need for continuous education and training for the foreign police with whom she worked. Aba worked with the U.S. Military Group of the Department of Defense in training and logistics.
Alba has served as a Subject Matter Expert (SME) and Mentor for the US Department of State, Anti-terrorism Assistant Program (ATA), and has more than a decade as a Lead Instructor delivering countless courses in various fields.
She has over 15 years of experience working with the International Narcotics and Law Enforcement Affairs Section (INL) of the State Department as a Lead Instructor, and curriculum designer, and most recently, Alba successfully managed two training programs for the professionalization of the Mexican police; Coordinating hundreds of face-to-face courses, and during the Covid-19 pandemic actively participated in converting the training program courses to virtual form, successfully scheduling/coordinating over 100 courses online.
Alba has also worked as an instructor and curriculum designer for private entities such as the Qatar International Academy for Security Studies (QIASS) managed by the Soufan Group in Doha, Qatar.
Just like Anne, Alba believes that an Effective Training System is key for the success of the individual, unit, and institution and should be developed according to their needs. Both are experienced working in multicultural environments and enjoy sharing their knowledge and experience.
